Development of the methodology of assessing the effectiveness of the system of higher education institutions.

The authors analyzed, from their paints of view, the main requirements of a beneficial methodological approach for evaluating the effectiveness of higher education institutions. The focus of attention of the beneficiaries fall into three groups of beneficiaries’ effects on the functioning of the higher education system and its development: 1) students, 2) employers (work placements agents), 3) educational institutions. The authors considers the main sphere of a life functions of higher education systems, positive changes that bring measurable results, represented in the form of different effects for the beneficiaries. Special attention is paid to the description of research tools and the appropriateness of the methodological approach «Balanced Scorecard», allowing measuring results of the impact of the university, including its strengths and weaknesses from the standpoint of different evaluation.
